Small-scale research projects involving human subjects have been identified as being effective in developing critical appraisal skills in undergraduate students. In deciding whether to grant ethical approval to such projects, university research ethics committees must weigh the benefits of the research against the risk of harm or discomfort to the participants. As the learning objectives associated with student research can be met without the need for human subjects, the benefit associated with training new healthcare professionals cannot, in itself, justify such (...) risks. The outputs of research must be shared with the wider scientific community if it is to influence future practice. Our survey of 19 UK universities indicates that undergraduate dissertations associated with the disciplines of medicine, dentistry and pharmacy are not routinely retained in their library catalogues, thus closing a major avenue to the dissemination of their findings. If such research is unlikely to be published in a peer-reviewed journal, presented at a conference, or otherwise made available to other researchers, then the risks of harm, discomfort or inconvenience to participants are unlikely to be offset by societal benefits. Ethics committees should be satisfied that undergraduate research will be funnelled into further research that is likely to inform clinical practice before granting ethical approval. (shrink)

This volume contains papers and abstracts of papers delivered at the colloquium at Tihany, Hungary in 1962. There were seven sections; mathematical logic, computers and automata theory, circuit theory, mathematical linguistics, computers and programming, applications of computers in economics, artificial intelligence. Among the more interesting—to the reviewer—were these papers: one by Church concerning an independence problem in recursive arithmetic; Muller—characterizing classes of recursive functions; a long and philosophically stimulating study by Watanabe on a formalization of inductive logic; Kiefer—applications of set (...) theoretic techniques in linguistics; Abraham and Salapina—recognition of synonymity by machine; Gelernter—problem-solving graphs and heuristic programming. This is a collection of papers, all but one of which were previously published, by one of England's leading logicians. Goodstein has described his position in the philosophy of mathematics as that of a "constructive formalist": leaning toward the Hilbert school, but emphasizing the constructive nature of mathematical entities. The papers are more or less technical and symbolic; those most difficult are "The Nature of Mathematics," "The Decision Problem," and "The Definition of Number." Other titles are "Proof by Reductio ad (...) Absurdum," "Logic Paradoxes", "Language and Experience," "The Meaning of Counting," "Mathematical Systems," "The Axiomatic Method," "Pure and Applied Mathematics," and "The Significance of Incompleteness Theorems"; the last-mentioned paper is also quite difficult, but it constitutes not only one of the best semi-formal presentations of Gödel's theorems, but also helps make quite clear what their relevance is to considerations of the expressive power of formal languages in general. The author's central thesis is that a knowledge of set theory can be put to good use by the linguist interested in the syntax of natural languages. The author first points out the role of set theory in formal science, and then gives a short summary of some of the more important ideas. He then develops certain relations in set theory which are of special importance in the study of languages. A fair number of examples—admittedly in rather trivial form—which occur (...) in the study of language are exhibited to show some of the applications in mind. The last few pages are devoted to a review of how his thesis has fared. Although it may seem obvious to some that set theory is the means par excellence for the formal study of any discipline, many linguists apparently do not yet see this; this book will go some way toward demonstrating this.—P. Natural duty theorists of political obligation try to base a moral duty to obey the law on some natural duty, such as the duty to promote justice. Their critics say they confront an insurmountable obstacle in the particularity problem: Since natural duties do not bind us to some persons and institutions more strongly than to others, they cannot support a duty to one particular state or society. I solve the particularity problem, by developing a version of the political obligation thesis, (...) giving a natural duty argument for it and showing that the particularity problem does not arise for the argument. There have been two recent attempts to disentangle the evidence for the procedures in fourth-century Athens for the enactment and revision of nomoi, by D. M. MacDowell and by M. H. Hansen. I have learned from both, but think that further progress can be made. MacDowell distinguishes five separate measures: The Old Legislation Law, requiring action at a specified time, advance publicity for the new proposal, concurrent repeal of any existing law with which the new proposal conflicts, and a decision (...) by nomothetae who are omomokotes, men who have sworn the dicastic oath : this is described as a παλαις νόμος, and as the law καθ' ν σαν ο πρότεροι νομοθέαι. Replacing that c. 370, the New Legislation Law, no longer requiring action at a specified time, advance publicity, concurrent repeal, or that the nomothetae should be omomokotes: as a result of the change conflicting laws have been enacted, and for some time continuing to the mid 350s commissioners have had to be elected to sort out the conflicts. Still valid in the 350s, the Review Law, requiring an annual epicheirotonia of the laws in four subject divisions in the assembly on 11 Hecatombaeon , advance publicity for new proposals, and at the third assembly after 11 Hecatombaeon the appointment of nomothetae who are omomokotes to decide between the existing laws and the new proposals. A. R. W. Harrison in The Law of Athens, i , 63–5, argued that the exclusion of bastards from the phratries and the severe restriction of their right of inheritance does not entail their exclusion from Athenian citizenship; and that the form of Pericles' citizenship law, not stating that were to be , and Solon's law restricting the inheritance rights of , both point to the conclusion that bastards were not ipso facto debarred from citizenship. D. M. MacDowell in CQ (...) N.S. 26 , 88–91, rightly finds Harrison's positive arguments inconclusive, but suggests that three texts provide more definite support for this conclusion. (shrink)

The purpose of this study was to identify and describe published research articles that were named in official findings of scientific misconduct and to investigate compliance with the administrative actions contained in these reports for corrections and retractions, as represented in PubMed. Between 1993 and 2001, 102 articles were named in either the NIH Guide for Grants and Contracts ( Findings of Scientific Misconduct ) or the U.S. Office of Research Integrity annual reports as needing retraction or correction. In 2002, (...) 98 of the 102 articles were indexed in PubMed. Eighty-five of these 98 articles had indexed corrections: 47 were retracted; 26 had an erratum; 12 had a correction described in the comment field. Thirteen had no correction, but 10 were linked to the NIH Guide Findings of Scientific Misconduct , leaving only 3 articles with no indication of any sort of problem. As of May 2005, there were 5,393 citations to the 102 articles, with a median of 26 citations per article (range 0–592). Researchers should be alert to Comments linked to the NIH Guide as these are open access, and the Findings of Scientific Misconduct’ reports are often more informative than the statements about the retraction or correction found in the journals. Multidisciplinary healthcare committees meet regularly to discuss patients’ candidacy for emerging functional neurosurgical procedures, such as Deep Brain Stimulation . Through debate and discussion around the surgical candidacy of particular patients, functional neurosurgery programs begin to mold practice and policy supported both by scientific evidence and clear value choices. These neurosurgical decisions have special considerations not found in non-neurologic committees. The professional time used to resolve these conflicts provides opportunities for the emergence of careful, ethical practices simultaneous with the expansion (...) of therapy applications. (shrink)

Hume's 'Natural History of Religion' offers a naturalized account of the causes of religious thought, an investigation into its 'origins' rather than its 'foundation in reason'. Hume thinks that if we consider only the causes of religious belief, we are provided with a reason to suspend the belief. I seek to explain why this is so, and what role the argument plays in Hume's wider campaign against the rational acceptability of religious belief. In particular, I argue that the work threatens (...) a form of fideism which maintains that it is rationally permissible to maintain religious belief in the absence of evidence or of arguments in its favour. I also discuss the 'argument from common consent', and the relative superiority of Hume's account of the origins of religious belief. (shrink)

Between 1787, and the end of his life in 1832, Bentham turned his attention to the development and application of economic ideas and principles within the general structure of his legislative project. For seventeen years this interest was manifested through a number of books and pamphlets, most of which remained in manuscript form, that develop a distinctive approach to economic questions. Although Bentham was influenced by Adam Smith's An Inquiry into the Nature and Causes of the Wealth of Nations, he (...) neither adopted a Smithian vocabulary for addressing questions of economic principle and policy, nor did he accept many of the distinctive features of Smith's economic theory. One consequence of this was that Bentham played almost no part in the development of the emerging science of political economy in the early nineteenth century. The standard histories of economics all emphasize how little he contributed to the mainstream of late eighteenth and early nineteenth-century debate by concentrating attention on his utilitarianism and the psychology of hedonism on which it is premised. Others have argued that the calculating nature of his theory of practical reason reduced the whole legislative project to a crude attempt to apply economics to all aspects of social and political life. Put at its simplest this argument amounts to the erroneous claim that Bentham's science of legislation is reducible to the science of political economy. A different but equally dangerous error would be to argue that because Bentham's conception of the science of legislation comprehends all the basic forms of social relationships, there can be no science of political economy as there is no autonomous sphere of activity governed by the principles of economics. This approach is no doubt attractive from an historical point of view given that the major premise of this argument is true, and that many of Bentham's ‘economic’ arguments are couched in terms of his theory of legislation. Yet it fails to account for the undoubted importance of political economy within Bentham's writings, not just on finance, economic policy, colonies and preventive police, but also in other aspects of his utilitarian public policy such as prison reform, pauper management, and even constitutional reform. All of these works reflect a conception of political economy in its broadest terms. However, this conception of political economy differs in many respects from that of Bentham's contemporaries, and for this reason Bentham's distinctive approach to problems of economics and political economy has largely been misunderstood. The dossier of decrees concerning the Deceleans and the Demotionidae of Athens presents fascinating problems and has attracted plentiful discussion. For a long time there has been a division between the view of Wilamowitz and his followers, that the Demotionidae were a phratry and the Deceleans a privileged genos within it, and that of Wade–Gery refined by Andrewes, that the Deceleans were a phratry and the Demotionidae a privileged genos within it.3 Each of these interpretations gave rise to problems; and (...) since the work of Bourriot and Roussel on the gene there has been a reluctance to believe in gene as aristocratic clans able to control their phratries. Recently Hedrick has argued that the Demotionidae were the phratry and the Deceleans the members of the deme of Decelea; and Lambert has argued that the Demotionidae were the phratry and the Deceleans a genos–like body which formed a semi–independent group within the phratry and which in these decrees was extending its independence further. These interpretations also give rise to problems: in this paper I attempt to continue the debate and to show that an interpretation on Wade–Gery′s lines is after all the most likely to be right.
